1. Concern was raised regarding the safety of the proposed pedestrian access footpath to Preston Road, especially in relation to the proximity of the play area to the footpath. The lack of access to the cottage was also raised.

2. It was requested that the cottage be linked to the pub as an income stream.

3. The issue of parking was raised and it was noted that there was no parking shown for the pub itself.

It was resolved to object to this application for the following reasons;

  1. It would have a significant impact on local amenities including noise from visitors.
  2. The size of the proposed cabins is far larger than the existing footprint.
  3. Light pollution would be significant due to the large windows and this would create an intrusion on the dark skies and would be seen from the coast path and the road.
  4. Neighbours would be subject to a loss of privacy and overlooking from the position and size of the proposed cabins.
  5. The application goes against the aims of the AONB.
  6. Concern was raised regarding the suitability and stability of the current site and ecology issues due to the removal of shrubbery and vegetation.
  7. If the officer is minded to approve this application, the Parish Council requests that the application is delegated to the Planning Committee.

1. The application is for the South and West elevations not the North and West as stated on the submission.

2. The design and access statement concluded that the development cannot be seen from the footpath. This is incorrect.

3. It was felt that The Archaeological Society should be consulted with regard to this application due to its proximity to the old manor ruins.

Application No: P/CLP/2022/02890 - The Creek Caravan Park, Fisher's Place, Ringstead, Dorchester, DT2 8NG - Unrestricted holiday or residential occupancy of caravans throughout the year.

It was resolved to submit the following comments regarding this application;

1. It was felt that there were inaccuracies in the report regarding the western boundary.

2. The Parish Council urged the case officer to take into account any submissions provided by local residents.

Application No: P/FUL/2022/01957Eweleaze Farm Campsite, Osmington, DT3 6ED – Change of use of agricultural land to camping site for 42 days per year.

It was resolved to OBJECT to this application for the following reasons;

1. AONB – There is a detrimental impact on this open landscape in an AONB with substantial damage to the land and no time to recover. The purpose of the AONB is to conserve and enhance the natural beauty of the landscape and to promote a landscape for life. This site is an irreplaceable national asset set in a prominent location along the Jurassic Coast. The impact on the area is residual. The burnt grass from open fires can be seen across the land. The Parish Council strongly agrees with the comments in the AONB submission.

2. Precedent – This will set an adverse precedent for all other landowners in the area.

3. Traffic and Access – In 2018 Highways objected to the application. No changes have been made to the entrance and the track remains unsuitable for the volume of vehicles created by the campsite. There are passing places stated in the application, if the first passing place is full there is no way past to access additional passing places and there are frequent queues on Osmington Hill. Collision blackspot notices have recently been installed at the entrance to the campsite.

4. The application states that the visibility of the site is not an issue. The campsite can be seen from areas such as Bowleaze Cove, Littlemoor and Osmington Mills. The site is also directly adjacent to the South West Coast Path and visible from the sea.

5. Economic and Social Benefits – There is no economic upside to Osmington village and the volume of traffic and campers has an impact on villagers.

6. Waste – Further information regarding the storage/collection/disposal of waste is required.

7. Application Inaccuracies – There are many inaccuracies included throughout the report.  The Planning Officers submission for the 2021 refused application states that the primary council is Weymouth, with no mention of Osmington Parish Council. As a result of this, the extract from the second appendix that the agent is using to support this application is a copy of Weymouth TC’s minutes which state that they had no objection to that application. Although that application was refused, it is nevertheless concerning that DC’s Planning Officer made such a fundamental mistake, which the Applicant’s Agent is now using to support this application, even though the Agent may be unaware of the fundamental error.

8. The 28-day national policy is prescribed for a specific reason and it is felt that a change of use for this sensitive landscape is wholly inappropriate.

It was resolved to Object to the application for the following reasons;

1. The application required more scrutiny as some complex issues had been raised and would need to be clarified by an expert.

2. There remained a continued dispute regarding boundaries shown on the plan.

3. Members agreed with the comment submitted by S Wallis, “the grant of an LDC is equivalent to a grant of planning permission for obtaining a caravan site licence. Perhaps the owner would accept an Article 4 Direction on this plot of land to restrict the scope of permitted development rights and offer some protection from works that could threaten the character of an area of acknowledged importance”.

4. The parish council request that due to the complexity of both the application and submitted objections, that it go to the planning committee and not be a delegated decision.

It was resolved to object to this application for the following reasons;

1. The boundaries are disputed by residents and there are no measurements or dimensions in any plan. 

2. Evidence was presented which suggests the 10-year rule regarding the caravan is not met.

3. If Dorset Council proceeds to grant the licence, Osmington parish council requests that a condition be applied such that planning permission is required for any future change of use, reflecting the site’s location in an AONB and on a world heritage coastline.

1. There is a detrimental visual impact on this open landscape in an AONB with substantial damage to the land and no time to recover.

2. The access track is unsuitable for the volume of vehicles created by the campsite. Traffic does not operate as implied in the application as there are frequent queues at the top of Osmington Hill.  There are 5 stated passing places. If the first passing place is full, there is no way past to access additional passing places.  Concern was raised regarding emergency services access to the site.

3. The impact on the area is residual. The burnt grass from open fires can be seen on this land.

4. Further information on the disposal of sewage at the campsite is required. The planning application states Sewage – Unknown.

5. Concerns regarding fire safety were raised due to the close proximity of tents on the campsite.  Further information is required regarding this.

6. The 28 day national policy is prescribed for a specific reason and it is felt that a change of use for this sensitive landscape is inappropriate.

The Parish Council strongly objected to this application for the following reason;

If the current application were to be approved, then the combined result of this proposed development, together with the previously approved applications WD/D/17/001935 21/07/2017 Change of use of Garage to Holiday let; WD/D/18/002361 12/10/2018 Erection of double garage and car port with annexe above, WD/D/19/000651 22/02/2019 Erection of additional holiday accommodation (timber cabin), that have all been constructed/converted since the 2016 refused application WD/D/16/000400 05/04/2016 Erect Link Extension, Studio and Garage, would be far greater in terms of size and resultant impact on the surrounding AONB than that of the refused 2016 application.

As such, it is contended that the reasons given by the WDC Planning Department for the refusal to approve WD/D/16/000400 is of far greater relevance to this current application “Having regard to the resulting scale & mass of the extensions and carport proposed to this property, it is considered that its spacious setting will be lost and its resulting scale will make it a dominant, sprawling and uncharacteristically large residential dwelling on a visually prominent hilltop within the open and predominantly rural context of this part of the AONB. As such, it is considered that this proposal will have a significant detrimental impact on visual amenity and the wider beauty of the AONB and is therefore contrary to policies ENV1, ENV10, ENV12 and HOUS6 of the West Dorset, Weymouth & Portland Local Plan (Adopted 2015).”

  1. The proposed agricultural building and polytunnel would have a significant detrimental visual impact in an Area of Outstanding Natural Beauty

The Parish Council resolved to object to this application for the following reasons;

1. In line with the National Planning Policy Framework and Dorset Council's list of sustainable settlements, this location is regarded and not sustainable.

2. The proposed development is too big for the site and would be visible from the nearby bridleway.

3. The proposed roof lighting would be imposing on the surrounding area.

WD/D/20/002363  - Ringstave, Ringstead Access Road to Cothill, Ringstead, Dorchester, DT2 8NG - Removal of exisitng mobile home and erection of log cabin

The Parish Council resolved to support this application subject to the log cabin being permanently tied to the existing property.

WP/20/00692/DCC - Portland Port, Castletown, Portland - Construction of an energy recovery facilty with ancillary buildings and works including administrative facilities, gatehouse and weighbridge, parking and circulation areas, cable routes to ship berths and existing off-site electrical sub-station, with site access through Portland Port from Castletown. (Consultation for adjoining parish).

It was resolved unanimously to OBJECT to this application for the following reasons;

  1. Adverse Visual Impact. The proposed plant would have a significant adverse effect on the setting of the Dorset Area of Outstanding Natural Beauty and of views from the AONB across to Portland.  The proposed PVC mesh covering a large section of the building is concerning.  No evidence is given in the application for this technique being used on such a large scale or of its being durable in an exposed coastal location.  The photograph on the mesh would be a one moment in time view of the landscape backdrop which would not change with the seasons, with varying degrees of light or with varying weather conditions.  Both of these issues raise concerns that the PVC mesh might fail to act as any kind of camouflage and might indeed accentuate the scale and mass of this huge building.  Light pollution from the aircraft warning light on top of the chimney stack at 87.2 metres above sea level as well as from the car park and the building itself is also a concern.  The emissions plume may be visible much more of the time than the application suggests as is easily verified from evidence from other similar installations.  This plume would have a major, significant adverse impact on views from and on the setting of the AONB.
  2. Adverse impact from pollutants, especially from ammonia and nitrogen deposition, on both the Isle of Portland to Studland Cliffs SAC and the Chesil and The Fleet SAC as well as to the SSSIs in the area.
  3. Climate harm from emissions of pollutants inappropriate in the context of a Climate and Ecological Emergency. 
  4. Adverse impacts on traffic and road safety from additional large HGV movements on already heavily congested routes.

It was resolved to support this application subject to there being no external lighting on the flat roof terrace.

It was resolved to OBJECT to this application for the following reasons: -

The proposed application site occupies a prominent position within the Dorset Area of Outstanding Natural Beauty. The Council considers that the construction of an extension in this location and connected to an historic barn would be seriously damaging to the very special character of this area and would be at odds with the priority of conserving the natural beauty of the landscape that applies within AONB’s.

The supporting statement presents no case for why this should be built and the Council considers that there would be no impact on the local economy if it were to be refused.

The Council also considers that this development would cause serious detriment to the visual amenities associated with the adjacent public rights of way.

The chalets would have a detrimental visual impact on the local area as they would be well lit and highly visible. The site no longer benefited from being well screened with trees and shrubs

Osmington Mills is a small hamlet of mostly permanent residents. Facilities on the holiday site encourage its residents to remain on site and does not encourage integration within the already established community.
